postgresql - How to connect PGAdmin3 to Cloud66 hosted Postgres -

I have the Cloud66 hosted web app and postgraduate database (on a dedicated server)

3 is to connect to PostGrace DB but I am unable to configure postgres to accept my connection.

I have pg_hba.conf 

  host all 86.161.230.162/32 MD5

I It has been checked that postgresql.conf has the following setting:

I have doubts in my mind - am I editing the correct version of these files? They took me a while and now I am wondering if there are no correct versions. These files are located in the directory 

  ./ usr / local / pgsql / data /
